How can we create new payment provider or cash on delivery and confirm it from payment transaction on website?

You can configure the payment provider and payment methods of your preference by following these steps:https://www.odoo.com/documentation/18.0/applications/finance/payment_providers.html

You can then configure the desired payment methods like Card Payments, ACH etc.

For Payment Transactions on websites, Enable "Online Payment" in Sales > Configuration > Settings > Quotations & Orders. Odoo will then automatically confirm successful online transactions. and for E-commence, navigate to the Configuration and then payment Methods.
