We have a use case to have lines with 0 Quantity Segments, for example, 3 segments, 1st segment would be quantity 0, then a value for 2nd and 3rd segments Is there a good way to solve for this in CPQ? This causes issues when ordering and potentially issues with renewaing contracts Error: One or more of the MDQ segments on your amendment quote is missing or has a quantity of 0

This is known limitation. You could consider bringing in a partner who has a known solution for it.
